$1.8B Unitywater Project Preps Underground for Waraba

In May 2024, Unitywater will kick off construction on the critical underground infrastructure to support more than half of the 70,000 new residents projected to call Waraba home over the coming years.

This initial stage in the former Caboolture West area will see Unitywater collaborating with six development companies to build out water and wastewater networks by late 2025.

Stage one will deliver a significant new wastewater pumping station capable of handling approximately 195 litres per second at 3500 kilopascal pressure. Supporting this will be four kilometres of wastewater rising mains and seven odour control facilities distributed throughout the network.

Unitywater has engaged Brisbane-based firms Killard Infrastructure and Tallai Project Group as construction delivery partners, utilising their combined 45 years of civil contracting experience. This will create over 70 new jobs during the build-out phase.

“Many of our team will be local and it’s always special to know that we’re helping deliver infrastructure in our area, which our children or future neighbours will benefit from,” said Killard Managing Director Jerry Daly. “We are committed to working collaboratively with the local community throughout this project.”

About Waraba

The Waraba development, approved in 2023, will be a major greenfield growth hub transforming the former Caboolture West area north of Brisbane. The master-planned community is expected to accommodate approximately 70,000 residents across 30,000 homes within the next 40 years.

The visionary plans call for six distinct residential villages and a neighbourhood hub centred around a series of walkable neighbourhoods. Promoting connectivity and green spaces is a core focus, as outlined in the development’s Infrastructure Agreement.

This Agreement stipulates the provision of seven local recreation parks, district open space areas, and conservation areas totaling 52.7 hectares of public land. An additional 17.7 hectares will be rehabilitated into a green network precinct.

To support the incoming population, all internal stormwater infrastructure necessitated by the large-scale development must also be provided by the developers. Financial contributions towards constructing a future district sports park and regional sports park are included as well.

Sod Turned for Lilywood Landings in Waraba, SEQ’s New Residential Community

South East Queensland is set to witness the birth of a monumental new city project as the first sod has been turned on a sprawling Waraba development: Lilywood Landings. This ambitious endeavour, in the area formerly known as Caboolture West, aims to alleviate the pressing housing crisis, offering land prices starting below $300,000.



Lilywood Landings is heralded as the largest new residential community in the inaugural suburb of Lilywood in the new city of Waraba. Lennium Group, the driving force behind this initiative, is committed to addressing the region’s rapid growth by providing much-needed, affordable housing options. 

The historic sod-turning ceremony was graced by key dignitaries including Minister for Housing, Local Government, and Planning, Meaghan Scanlon, Deputy Leader of the Opposition, Jarrod Bleiije, and Mayor of the City of Moreton Bay, Peter Flannery.

Ian Worthington, Development Manager at Lennium Group, expressed enthusiasm for the 40-year Waraba project, anticipating it to accommodate approximately 70,000 residents in around 30,000 homes, rivalling the size of Mackay.

“Lilywood Landings marks the inaugural phase of this promising development,” stated Mr Worthington. “Covering approximately 70 hectares, Lilywood Landings will offer 705 lots intertwined with parklands, trails, and conservation areas along the picturesque Caboolture River.”

He further announced the affordability of the land, with prices starting below $300,000, ensuring accessibility for prospective buyers seeking 3-4 bedroom family homes.

Lennium Group’s groundbreaking endeavour is the first among several developers poised to contribute to Waraba’s initial precinct. With over two decades of experience in creating residential communities, the Australian-owned family company is primed to deliver quality housing solutions for southeast Queensland.

Lilywood Landings represents Lennium’s most extensive project yet, featuring Waraba’s inaugural display village in collaboration with Master Builders Queensland.

Fast-Growing Moreton Bay Seeks More Infrastructure to Handle Population Growth

Moreton Bay is pleading for infrastructure investment from Queensland authorities as it grapples with booming population growth.

This comes as the region expects to add 240 new residents per week over the next 25 years. As one of the fastest growing areas in Australia, Moreton Bay urgently requires upgraded roads, public transport, water facilities and other infrastructure to meet the needs of new residents. 

Currently ranked the fifth fastest growing local government, the population influx is placing strain on existing infrastructure.

Mayor Peter Flannery highlighted that the pressure on Bruce Highway from this growth has spilled over, resulting in unbearable east-west delays across the region. He added that infrastructure west of Bruce Highway will be particularly important, as it will contain 70 percent of future development.

Affordable housing is also an issue, with rents consuming 38 percent of incomes for renters in northern Moreton Bay. Mayor Flannery suspects the region has been short-changed on infrastructure funding from the state government across the board.

The Moreton Bay Regional Council estimates approximately 92 new homes must be constructed weekly to house the anticipated population. This year, the council already approved a massive development in Waraba (formerly Caboolture West) that will eventually accommodate 70,000 residents.

Residents have also complained about rapidly declining mobility, with some trips now taking 15 minutes longer even outside of peak times. The lack of public transport is also resulting in increased traffic congestion, according to the council.

As Moreton Bay continues on its population growth trajectory, the council will continue appealing to the state government for a fair share of infrastructure investment. Upgrades to transport, utilities, and community facilities are urgently required to maintain livability and mobility for new and existing residents alike.

Approval Granted: Caboolture West Takes Off with First Development

In a momentous decision, the Moreton Bay Regional Council has unanimously approved the first development application for Waraba, the name given to the Caboolture West project. 



This development marks the initial step in the transformation of over 175 hectares of bushland into a vibrant 2,000-home neighbourhood.

Ultimately, Caboolture West is set to become a satellite city rivalling the size of Mackay, accommodating an estimated 70,000 residents. The approved development, spearheaded by Stockland, will encompass a 175.4-hectare area located at 60-172 Litherland Rd in Upper Caboolture. 

The master plan includes the construction of 2,050 dwellings, seven local parks, extensive accessible parkland, and the preservation of land for conservation purposes, including the improvements to the Caboolture River Road. 

Mayor Peter Flannery of Moreton Bay expressed his enthusiasm for the project, highlighting the preservation of greenspace as a priority. He emphasised that the developer has been conditioned to prioritise infrastructure works, ensuring that the community’s needs are met from the outset. 

The development will feature six distinct residential villages and a centrally located Neighbourhood Hub, fostering a sense of community and providing residents with convenient access to amenities such as small-scale retail and commercial operations. 

The development comes with an Infrastructure Agreement and includes:

  • The provision of seven local recreation parks, district open space and conservation areas totalling 52.7 hectares of public land.
  • Rehabilitation of 17.7 hectares of land to be part of a green network precinct.
  • Provision of all internal stormwater infrastructure necessitated by the development.
  • Financial contributions towards a future district sports park and future regional sports park.

Meanwhile, major improvements to Caboolture River Road are likewise provided under the Infrastructure Agreement, which includes:

  • Provision of land to eventually allow the duplication of Caboolture River Rd.
  • Upgrading the section between Walkers Rd and Grant Rd to four lanes.
  • Construction of a three-way signalised intersection at Cresthaven Dr.
  • Intersection upgrades to improve safety and efficiency at Virginia Rd, Forest Park Place and MacGinley Rd.
  • Creation of a hybrid 2-lane roundabout at Albert Circuit.
  • Decommissioning of the intersection at Litherland Rd.

The master-planned community will ensure housing diversity through a broad distribution of lot sizes, shapes, and residential types, including detached, semi-detached, and attached residences.

The Caboolture West Interim Structure Plan, released earlier this year, laid the foundation for this development, providing a comprehensive framework that balances residential needs with environmental preservation.

With the initial approval granted, Waraba is poised to undergo further expansions within the broader 3,156-hectare Caboolture West area, featuring approximately 30,000 dwellings. 

Although the complete development of Waraba may take up to four decades, the approval of this first development application signifies an exciting milestone in the realisation of this ambitious project. 



As construction commences, the project promises to enhance the region’s livability, intertwining sub-tropical design principles, aesthetics, and a network of green spaces. By prioritising safety, convenience, and environmental conservation, Caboolture West is poised to become a model community that embraces sustainable living and fosters a healthy and active lifestyle for its future residents.
