Waraba Clubhouse Precinct Begins Taking Shape at Vantage Lilywood

A new centrepiece is beginning to take shape at Vantage Lilywood, where construction has started on a $17 million clubhouse and amenities precinct for the emerging over-50s community in Waraba.



The project marks the next visible stage for Vantage Lilywood, a 296-home community being developed in the area formerly known as Caboolture West. After construction began on the first homes late last year, attention has now turned to the shared spaces planned to support daily life for future residents.

Shared Spaces Planned For Waraba Residents

AVID Property Group marked the start of clubhouse construction with a sod turn on Wednesday, 13 May 2026. Hutchinson Builders has been appointed to deliver the facility, which will sit at the centre of the Vantage Lilywood community.

The clubhouse precinct has been planned around recreation, wellness and social connection. Outdoor and activity spaces are expected to include a resort-style pool and spa, heated lap pool, sauna, gym, tennis and pickleball courts, bowling green, workshop and art studio, yoga area and an off-leash dog park.

Inside the clubhouse, residents are expected to have access to a private cinema, golf simulator, library, games room, residents’ kitchen, bar and lounge, barbecue area, private dining rooms and alfresco dining spaces.

Clubhouse To Follow First Homes

The staged rollout of Vantage Lilywood is set to continue in June 2026, when the sales and information centre and first showcase homes are expected to open. The first residents are also expected to move in during June 2026.

The clubhouse and wider amenity precinct are expected to open in winter 2027, giving the community a central shared facility after the first homes are occupied.

The Waraba project also sits within AVID’s broader Vantage portfolio, which includes clubhouse projects at Vantage Bloomdale in Victoria and Vantage Hervey Bay. The Bloomdale clubhouse has opened, while the Hervey Bay facility is expected to open in the coming months.

A Staged Start For Vantage Lilywood

Vantage Lilywood is progressing through a staged timeline, with early housing construction now followed by work on the main resident amenity precinct.



Once complete, the Waraba community is expected to include 296 homes for people aged over 50. The clubhouse will form the central shared space for residents, bringing together recreation, leisure and social facilities within the new Lilywood precinct.

More Than 16,000 Homes Planned for Waraba Under New Funding Agreement

Waraba is set to become one of Queensland’s biggest housing growth areas after a $2.4 billion infrastructure funding agreement has cleared the way for thousands of new homes in the fast-growing Moreton Bay region. 



This will help deliver major road, water and sewerage upgrades needed to support more than 16,000 homes in the Waraba Priority Development Area, where the future population is expected to reach around 70,000 people.

Pressure builds as Moreton Bay population climbs

Families moving into South East Queensland have placed growing pressure on housing supply across Moreton Bay, where new estates have expanded rapidly over the past decade. Local leaders say infrastructure has struggled to keep pace with demand, particularly in outer suburban growth corridors.

Waraba, formerly known as Caboolture West, has been identified as one of the region’s largest future residential communities. The area sits between Caboolture and Wamuran and has been earmarked for large-scale housing development for several years.

The latest package is aimed at speeding up the infrastructure needed before more homes can be built. That includes upgrades to roads, sewerage systems, water services and other essential works linked to new neighbourhoods.

Thousands of homes tied to infrastructure rollout

The City of Moreton Bay said the funding would help support the delivery of more than 16,000 homes by mid-2034 within the Waraba Priority Development Area.

Mayor Peter Flannery said the region’s population growth had made housing infrastructure a major issue for councils across southeast Queensland. He said the funding would help accelerate housing construction in a region expected to continue growing strongly over the next 30 years.

Federal Housing Minister Clare O’Neil stated that the agreement would support more Queenslanders entering the housing market, including future residents in Moreton Bay.

Queensland Deputy Premier Jarrod Bleijie also linked the project to broader housing supply pressures, saying infrastructure delivery was essential before large-scale home construction could move ahead.

Long-term planning reshapes the Waraba corridor

Waraba has increasingly become a focus for long-term urban planning as southeast Queensland prepares for continued population growth. Planning documents for the area have projected schools, shopping centres, transport links and community facilities alongside future housing estates.

While large sections of the development are still years away from completion, the infrastructure agreement marks one of the biggest funding commitments tied to the project so far.

Construction timelines and detailed delivery schedules for the infrastructure works are expected to be released in later stages by state agencies and development authorities.

Waraba’s emergence as Queensland’s next major city hit a visible milestone when around 600 people turned out to celebrate the grand opening of the Lilywood Landings Display Village, the first of its kind in the new city taking shape within the City of Moreton Bay.

The opening transformed Merryvale Circuit into a vibrant hub of activity, with free food, barista-made coffee, ice cream, giveaways and children’s entertainment setting a festival tone across the precinct. Spread across 31 completed display homes from 18 of Queensland’s leading builders, the day gave prospective buyers the chance to explore a wide range of designs and experience the community firsthand.

The Lilywood Landings Display Village sits at the gateway to Waraba, within the first suburb of Lilywood, and the broader community is already welcoming its first residents following strong sales since the project launched in mid-2024. Lennium Group is now gearing up for its next land release off the back of that demand.

Lennium Group Development Manager Ian Worthington said the turnout reflected a level of genuine community excitement that had been building since the project launched.

The display village, delivered in partnership with Master Builders Queensland, brings together some of the state’s leading residential builders across 31 completed homes. Builders represented include Brighton Homes, Burbank, Dare Homes, Glenvill Homes, Integrale Homes, McLachlan Homes, Metricon, Neptune Homes, Orbit Homes, Roonsleigh Construction, Simonds Homes, Zoom Constructions, Arcadia Homes, Creation Homes, Hudson Homes, Kiba Built, NuTrend Homes and Ultra Living Homes.

For visitors, the variety was a drawcard in itself, with each home styled with its own unique activation, showcasing a diverse mix of designs, layouts and finishes tailored to modern Queensland living.

Master Builders Queensland Manager of Display Villages, Greg Byrne, said the event underscored the health of the state’s residential building sector at a time when confidence in new housing is closely watched.

“The quality of homes on display and the level of public engagement we saw on Saturday was outstanding,” Mr Byrne said.

Caboolture River Road Upgrade Preparations Underway

Major preparations are underway for a significant upgrade to Caboolture River Road, with the project expected to transform a 1.2-kilometre section into a four-lane road between Grant and Morayfield Roads.



Moreton Bay Council has allocated funding in its 2025/26 budget to start construction on the long-awaited improvements. The project comes as housing developments continue to expand along the corridor, particularly with the new Waraba community under development west of Caboolture.

Service relocation works are scheduled to begin in early to mid-2026, with road construction expected to follow later in the year. The project is anticipated to be completed by 2028, weather permitting.

What’s Being Built

The upgrade will widen Caboolture River Road to provide two traffic lanes in each direction with a central median. Key features include:

  • Additional turning lanes at major intersections
  • New traffic lights at Amy and Kenneth Streets
  • Upgraded traffic signals at Grant Road and Morayfield Road
  • New cycling and pedestrian paths on both sides of the road
  • Changes to access at Ben Street and Lorebury Drive (left in/left out only)

The project also includes a new 60-space car park for Morayfield State School, supported by a student drop-off and pick-up zone. Work on the school car park is expected to be completed by early 2026.

Why It’s Happening

The upgrade responds to community concerns about traffic delays and safety. A Moreton Says survey found nearly 50 per cent of residents identified traffic congestion as their top transport issue in the face of rapid population growth.

Caboolture River Road serves as a critical east-west transport corridor for a region experiencing significant urban expansion. The Waraba area west of Caboolture is projected to eventually house 70,000 residents across approximately 30,000 homes.

Growth in and around Caboolture is expected to continue, with site works already underway for new communities at Waraba.

Funding Partnership

The project is being delivered through the South East Queensland City Deal Growth Areas Compact, a partnership between the Queensland Government and Moreton Bay Council.

The Queensland Government is contributing $71 million toward the project, with Moreton Bay Council adding $10 million. Economic Development Queensland oversees delivery of the Growth Areas Compact funding.

Deputy Premier Jarrod Bleijie said the government was proud to support this vital infrastructure for the growing region.

Land Acquisitions

Some land adjacent to the existing Caboolture River Road needs to be repurposed for the project works, including along Morayfield State School’s frontage. Acquisitions will proceed under the Acquisition of Land Act 1967, with council teams supporting affected stakeholders through the process.

The changes, along with the new signalised intersection at Kenneth Street, created an opportunity to include the school car park within the project. The new facility will feature accessible parking bays and tactile indicators for vision-impaired users.

What This Means For Caboolture

Caboolture River Road is a major connector for residents traveling between the western growth areas and established suburbs. The current two-lane configuration struggles to handle peak-hour traffic, leading to congestion and safety concerns.

The upgrade will provide increased traffic capacity, safer crossings for pedestrians and cyclists, and improved access to local amenities. For current residents, it means safer and more efficient daily commutes.

The project includes environmental sustainability measures such as tree and vegetation plantings along the upgraded sections. Design features like wider lanes, central medians and dedicated turning lanes aim to enhance safety for all road users.

Construction activities will use as much of the summer school break as possible to minimise impacts on the school community and road users.

With the initial four stages of the development now substantially finished, a steady flow of new residents is moving in, transforming empty streets into a living neighbourhood.

Demand for property in the area has been high, with initial land releases being fully subscribed. According to the developer, Lennium, a large percentage of the new residents are owner-occupiers, establishing a foundation for a long-term community. Prospective buyers have been advised to register for future land releases to be notified of availability, with the next stage scheduled for public release in early October.

Beyond the rows of new houses, foundational infrastructure for the future city is visibly progressing. Bulk earthworks across the site are being finalised, and construction is continuing on a central waterway system designed to be a key feature of the area. Environmental projects are also a priority, with rehabilitation work set to commence soon on the Green Network corridor along the Caboolture River.

The city’s first park is also close to completion. The initial offering of 150 land blocks at Lilywood Landings in Waraba, formerly known as Caboolture West, has sold out within weeks of release. This swift sellout has prompted developers to accelerate their plans for future stages to meet the overwhelming demand.

Construction of Waraba, Queensland’s newest city, commenced in early 2024 and is making rapid progress. The initial infrastructure is well underway, with the first community streets already taking shape.

Lennium Group launched the first stages of land to VIP customers in late July, with prices starting at an attractive $280,000. The blocks ranged in size from 315 to 995 square metres, catering to a variety of buyer preferences. The developer reported approximately 1,500 registrations of interest prior to the launch, resulting in dozens of blocks being sold in the first week alone.

Ian Worthington, Development Manager at Lennium Group, expressed his excitement about the strong response: “It’s not every day that people get the chance to buy the very first land in a brand-new city, and we are delighted with the strong response received.”

Diverse Buyer Profile

While a significant portion of purchasers were first-time homebuyers, the development also attracted interest from those looking to upgrade to a new home in Waraba. The first stage is on track for completion by the end of the year, with construction of the first homes expected to begin in early 2025.

Among the successful buyers were first-time homeowners Isabella Spurdle and Oliver Dorofaeff, both 25. The couple, currently renting in Bray Park, north Brisbane, are looking forward to moving into their new four-bedroom, two-bathroom home in Lilywood Landings around June next year.

Isabella shared her excitement: “We’re renting at the moment, so it’s going to be fantastic to start paying our own mortgage rather than someone else’s. Lilywood is somewhere we can settle down and grow into. We are planning to have kids one day, and it looks like a lovely place to raise a family.”

The couple’s decision was aided by Queensland’s first home owner grant, which provides eligible first-time buyers with $30,000 towards buying or building a new home in Queensland.

Lilywood Landings, situated on Caboolture River Road at the entrance to Waraba, is set to provide over 700 new homes in the coming years. The development boasts an impressive 1.74 kilometres of Caboolture River frontage and more than 23 hectares dedicated to parks and green open spaces.

Residents will benefit from everyday services such as a convenience store and childcare centre. Additionally, Lilywood Landings will feature the region’s first display home village, showcasing more than 30 designs from various local, state, and national builders.

Infrastructure Progress

Recent months have seen a focus on trunk sewer and stormwater construction, ensuring the community is equipped with essential services. The development of services and minor streets is also well underway, paving the way for easy access and connectivity throughout Lilywood Landings.

With the first stage nearing completion, including finished kerb and channel work and ongoing lot preparation, buyers will soon be able to see their future home sites taking shape.

The first sod was turned on 9 February 2024, signalling the start of construction at Lilywood Landings, the largest new residential community in Waraba’s first suburb, Lilywood.

Background of Waraba

Waraba, formerly known as Caboolture West, is a long-term development project aimed at creating a self-contained city. “Waraba” (pronounced wa-ra-ba) is borrowed from the Kabi Kabi language and means “burn.” This name refers to traditional land management practices carried out by the Kabi Kabi People as they care for the country. Traditional burning brings new life and enhances the health of the land and its people. The new city aspires to offer residents a fresh beginning where people care for each other and for the country.

Waraba Development: New Brisbane Satellite City Confronts Soaring Infrastructure Costs

Two additional major developers have publicly highlighted the severe impact of skyrocketing infrastructure costs on Waraba, a new satellite city north of Brisbane anticipated to rival the size of Mackay. 



This follows a recent withdrawal by developer AVJennings, which abandoned plans for 3,500 affordable housing lots in the area, citing excessive costs and lengthy approval delays.

Developers Call for Government Intervention

Brent Hailey, Managing Director of Orchard Property Group, urged the government to assist with substantial infrastructure projects, deeming them too costly for individual developers. He explained that developers in Waraba face dual financial burdens: local council charges and state government fees, as the area is designated a Priority Development Area (PDA).

Mr  Hailey noted that PDA charges surpass local government fees, adding significant expense.

The pandemic brought unexpected hikes in costs, further complicating infrastructure development. Mr Hailey detailed how Orchard invests heavily in essential utilities like water and sewerage for its $43 million Lilywood estate in Waraba.

Despite these challenges, he affirmed Orchard’s commitment to its projects, which contrasted with AVJennings’ decision to exit.

Meanwhile, Lennium Group remains optimistic about its Waraba ventures, having commenced significant earthworks earlier this year. Ian Worthington, Lennium’s Development Manager, reported substantial progress on their largest community, Lilywood Landings, which will offer 228 affordable housing lots. He acknowledged the hurdles faced due to escalating infrastructure costs but confirmed that these would not deter their ongoing developments.

Local Government and State Responses

The City of Moreton’s Mayor, Peter Flannery, criticised the State Government for the infrastructure cost escalations. In response, Local Government Minister Meaghan Scanlon pointed to a forthcoming $100-million infrastructure support package for Councils to alleviate some financial pressures.



As Waraba’s development continues, the dialogue between developers, local councils, and the state government remains pivotal in addressing the affordability and feasibility of expanding Brisbane’s northern corridor.

Soaring Expenses Force Developer to Abandon 3,500 Affordable Housing Lots in Waraba

Plans for around 3,500 affordable housing lots at Waraba (formerly Caboolture West) have been scrapped by a major developer, citing rapidly escalating infrastructure and development costs.

Developer AVJennings announced it will drop the plans for its project in Rocksberg, which were slated to accommodate around 7,000 residents. The figures make up roughly one-tenth of the anticipated 70,000-person population for Caboolture West over the next 40 years. 

The company informed the Australian Securities Exchange last week that escalating infrastructure and development expenses could not be covered by expected increases in sales revenue from the project.

“In line with an enhanced focus on prudent capital management, and subsequent to other options being exhausted, management worked closely with the landowner and other key stakeholders recently to negotiate a restructure of the agreement to the satisfaction of all parties,” AVJennings stated

“Unfortunately, agreement has not been able to be reached prior to the next Option payment date in May 2024, and as a result the Company has decided to terminate its Option. Whilst the decision to terminate the Option was a difficult one, the Board believes it is in the best interests of the Company and its shareholders.”

Whilst the Rocksberg development had not yet received the green light from local authorities nor had any home sales or deposits been accepted, AVJennings’ CEO Phil Kearns had just last week criticised the excessive fees and charges imposed by federal, state, and local governments that add around $200,000 to the cost of constructing a new home.

The company’s choice to abandon the project will also result in a $17.2 million write-off of capitalised development costs, whilst also reducing its inventory of available lots by 3,500 units.

Housing advocacy groups quickly responded, decrying the decision and calling on all levels of government to urgently address escalating development costs putting affordable projects at risk. With the housing crisis continuing to worsen, the market failure at Rocksberg highlights the challenges in delivering new affordable housing.
