New Masterplanned Community Breaks Ground in Upper Caboolture

A major housing development has officially begun construction in Upper Caboolture, where more than 2,000 new homes will be built as part of Stockland’s new masterplanned community, Rivermont.



Sod-Turning Marks Start of Construction


The site is located at 1 Litherland Road in the emerging suburb of Waraba, within the Upper Caboolture area.

Set across 175 hectares, Rivermont is expected to become home to around 2,050 households once completed. The development is projected to inject approximately $573 million into Queensland’s economy, helping meet demand for housing in one of the state’s fastest-growing corridors.

Stockland says the community is being planned with a focus on long-term sustainability, green space, and family living. Positioned just nine kilometres from Caboolture and six kilometres from Morayfield, Rivermont offers a mix of rural atmosphere and city access.

A sod-turning ceremony took place on Thursday, 27 March 2025, with local and state representatives in attendance.

Transport and Connectivity

The development is close to existing transport networks, with the Translink 656 bus route operating nearby on Caboolture River Road and easy access to the M1 motorway. Residents will also be able to reach major train lines at Caboolture and Morayfield, connecting them to Brisbane and the Sunshine Coast.

Rivermont’s design reflects the local landscape, with views of the Glasshouse Mountains, rolling hills, and the Caboolture River running through the site. Around 47 hectares of green space are included in the plans, featuring six parks, walking and cycling paths, and a landscaped nature reserve. Twenty-eight hectares will be reserved as conservation land.

Stockland aims to support a healthy, active lifestyle within the neighbourhood, with infrastructure to encourage walking, cycling, and outdoor play. Educational options for families are nearby, including Minimbah State School and a number of schools in surrounding suburbs.

Celebrating Local Heritage

While new homes are being built, the project will also incorporate design elements and open spaces that reflect the area’s Indigenous, agricultural, and equine history. Stockland has expressed its intent to create a connected and inclusive community that respects the region’s past while planning for its future.




Rivermont is part of a wider growth strategy for the Moreton Bay region, especially in Waraba, which has been designated a priority development area. The community is one of several new developments aimed at easing housing pressures and supporting the growing population.

Developed by Stockland, this marks the company’s third over-50s community in the Moreton Bay region. With one in three Australians now over the age of 50, Stockland’s research shows this demographic is projected to grow by 1.8 percent annually over the next decade, outpacing overall population growth. Queensland, in particular, is expected to see an even higher growth rate of 1.9 percent, driven by internal migration and the popularity of coastal and rural living.

Approval Granted: Caboolture West Takes Off with First Development

In a momentous decision, the Moreton Bay Regional Council has unanimously approved the first development application for Waraba, the name given to the Caboolture West project. 



This development marks the initial step in the transformation of over 175 hectares of bushland into a vibrant 2,000-home neighbourhood.

Ultimately, Caboolture West is set to become a satellite city rivalling the size of Mackay, accommodating an estimated 70,000 residents. The approved development, spearheaded by Stockland, will encompass a 175.4-hectare area located at 60-172 Litherland Rd in Upper Caboolture. 

The master plan includes the construction of 2,050 dwellings, seven local parks, extensive accessible parkland, and the preservation of land for conservation purposes, including the improvements to the Caboolture River Road. 

Mayor Peter Flannery of Moreton Bay expressed his enthusiasm for the project, highlighting the preservation of greenspace as a priority. He emphasised that the developer has been conditioned to prioritise infrastructure works, ensuring that the community’s needs are met from the outset. 

The development will feature six distinct residential villages and a centrally located Neighbourhood Hub, fostering a sense of community and providing residents with convenient access to amenities such as small-scale retail and commercial operations. 

The development comes with an Infrastructure Agreement and includes:

  • The provision of seven local recreation parks, district open space and conservation areas totalling 52.7 hectares of public land.
  • Rehabilitation of 17.7 hectares of land to be part of a green network precinct.
  • Provision of all internal stormwater infrastructure necessitated by the development.
  • Financial contributions towards a future district sports park and future regional sports park.

Meanwhile, major improvements to Caboolture River Road are likewise provided under the Infrastructure Agreement, which includes:

  • Provision of land to eventually allow the duplication of Caboolture River Rd.
  • Upgrading the section between Walkers Rd and Grant Rd to four lanes.
  • Construction of a three-way signalised intersection at Cresthaven Dr.
  • Intersection upgrades to improve safety and efficiency at Virginia Rd, Forest Park Place and MacGinley Rd.
  • Creation of a hybrid 2-lane roundabout at Albert Circuit.
  • Decommissioning of the intersection at Litherland Rd.

The master-planned community will ensure housing diversity through a broad distribution of lot sizes, shapes, and residential types, including detached, semi-detached, and attached residences.

The Caboolture West Interim Structure Plan, released earlier this year, laid the foundation for this development, providing a comprehensive framework that balances residential needs with environmental preservation.

With the initial approval granted, Waraba is poised to undergo further expansions within the broader 3,156-hectare Caboolture West area, featuring approximately 30,000 dwellings. 

Although the complete development of Waraba may take up to four decades, the approval of this first development application signifies an exciting milestone in the realisation of this ambitious project. 



As construction commences, the project promises to enhance the region’s livability, intertwining sub-tropical design principles, aesthetics, and a network of green spaces. By prioritising safety, convenience, and environmental conservation, Caboolture West is poised to become a model community that embraces sustainable living and fosters a healthy and active lifestyle for its future residents.

Sydney-based developer Stockland could be one of the first developers to undertake projects in a new, yet-to-be-named suburb in Moreton Bay Region’s Caboolture West.

Before Caboolture West was selected as a pilot site to meet the demand for residential development in southeast Queensland, Stockland had already submitted an application (DA/41766/2020/V23P) to transform a 175-ha parcel of land into residential urban areas.

If given the green light, Stockland will be allowed to roll out their plans, which includes 2,000 new homes in Caboolture West over the next three decades. It will also feature a Technical and Further Education (TAFE) centre, private hospital, three high schools, nine primary schools and rapid transit connection to Caboolture Central.

Minister for Planning Steven Miles said the Neighbourhood Development Plan 1 within Caboolture West, will be the first pilot site in a future growth program that will unlock growth, housing choice and affordability. Work will also identify the infrastructure necessary to support more affordable, livable communities.

“The department is already working with the Moreton Bay Regional Council, Unitywater, the Department of Transport and Main Roads and land-owners on the initial stage and ongoing development of this area,” Mr Miles said.

Mr Miles said the area was identified as a major expansion area within the South East Queensland Regional Plan, and as a pilot, has land challenges typically found in SEQ.

Member for Morayfield Mark Ryan said the Queensland Government has awarded $10.5 million in loan funding from the Building Acceleration Fund to deliver water supply and sewerage networks and a sewerage pumping station to support the pilot.

“The provision of water and sewerage will be instrumental in kickstarting the delivery of up to 3,000 new homes in Caboolture West Neighbourhood Development Plan 1,” he said.

“The site is expected to eventually provide approximately 30,000 homes for around 70,000 people,” Mr Ryan said.

The new suburb is approximately 5 km west of Caboolture and Morayfield, bounded by the D’Aguilar Highway to the north, Caboolture River Road to the south and low hills to the west of Old North Road.

Over the next 40 years, the area is expected to become More ton Bay Region’s biggest emerging community containing a mixed-use city centre and a range of residential neighbourhoods. Plans include making it a tech-friendly city with plenty of green space, multiple retail hubs, schools and rapid bus service.

This is all part of the State Government’s economic recovery plan, to create more jobs and development in Queensland.
